Can GloFish be kept in a bowl?

If you’re going to get a fish, don’t get a bowl. Bowls don’t provide the necessary filtration or aeration needed by fish. Not even a betta should be kept without a filter of some sort. If you want Glofish, buy one of the tank setups they sell.
